Detroit Lions-Buffalo Bills will swap draft picks?

Lions are happy taking Smith or Ayers at 13. If they wanted to trade up, they wouldn't go all the way up to 3rd. They can get Peterson at 5th, 6th or 7th. The Bills would probably do that, but I don't think the Lions would.
