If someone intently stares at you every time they see you could that mean they are infatuated by you?

The reason I ask this is because there is this girl i have only seen 2 times in the past 3 weeks ans both times i saw her she would constantly stare at me with a grin on her face... does she like me or what? I don't know if I should act on this or not..
