If you have the Tarbuck & Lutgen texbook, then can you explain this part of Structural Variations in Minerals?

I might be missing something but the way it is stated it does not infer any particular type of chemical bond. It is simply stating that the "sheets" are held together by week electrical forces, not the bonds between the carbon atoms.
